Ребят, я далеко не филолог/переводчик/лингвист и т.д, но жизнь такая штука))
Подскажите, правильно ли начинать деловое письмо с фразы "By this letter" либо лучше отправить его в конец предложения?

Этим письмом комиссия информирует о состоянии выполнения Плана мероприятий в 2016.

By this letter the Commission informs.... (перевод "этим письмом" опустить нет возможности, поскольку в тексте встречается номер этого письма и большшое количество других).

Вам уже ответили, но если вопрос о месте в предложении, то всякое случается, например:

а если "настоящим информируем вас о..," то будет несколько иначе.
