Subject: Don't exactly go on shopping sprees gen.
-Malls are becoming more and more popular each day. People don't go there just to shop, but also to escape weather conditions, to socialize, to go window shopping or simply because they're bored.
-That's precisely what concerns me: window shoppers don't exactly go on shopping sprees.

'Not exactly' is often used ironically to mean that the statement isn't true/definitely isn't true. Examples:
* 'He's got 10 million in the bank, so he isn't exactly poor'.
* 'China isn't exactly a small country'.
So he's saying that window shoppers rarely go on shopping sprees: they just look through shop windows, but don't actually buy things.

+ I've just had a happy meal, so I ain't exactly hungry :-)
