Service of Summons, Notices, Decisions and Orders. (a) Summons, notices, and copies of decisions and orders shall be served on the parties to the case personally by the duly authorized process server or other authorized officer of the Agency, or by registered mail, and such other acceptable modes of service. (b) The serving officer shall submit his return within three (3) days from date of service thereof, stating legibly in his return, his name, the name of person served, and the date of receipt, which return shall be immediately attached to and shall form part of the records of the case.

не совсем понимаю систему в п. (b). С чьей стороны действует serving officer и что тут return?

В тексте говорится:

(b) The serving officer shall submit his return within three (3) days from date of service thereof, stating legibly in his return, his name, the name of person served... - Должностное лицо, вручившее документ, должно представить свой отчет в течение 3 (трех) дней после даты его вручения, указав...в своем отчете свое имя, имя лица, которому вручен документ и дату получения, и этот отчет незамедлительно приобщается к материалам дела и становится его неотъемлемой частью.

Можно убрать "должно": Должностное лицо представляет свой отчет..., указав в нем свое имя и т.д.

или (если по душе канцелярский стиль) - указав в удобочитаемой форме свое имя...
