A 'tall order' is usually a request, which is difficult to satisfy... it's a play on words with tall versus short, which I imagine won't work too well in Russian - you'll have to find something else that works in a similar fashion.

For instance, expecting a car's upholstery to be completely replaced with leather from top to bottom in the space of a few hours is a bit of a tall order.
