Если кто-то сможет это предложение перевести будет просто супер! В особенности выражение "non-repudiation built-in", все остальное можно даже не переводить :)

а также как перевести выражение "validation system"
в контексте - "The Company's marketing plan focuses on banks, credit unions and cellphone operators to act as authorized ICU issuing and validation systems".
