ну я понимаю, что по логике должно быть parliament но человек же хотел правительство :) у нас парламент - не правительство. Да и правительство, в общем-то, ничем не правит... |

| i mean it is the parliament who debates a bill. the government/governmental agencies studies/mulls/ etc (strictly speaking) |

YOU may mean whatever you want. What YOU mean is hardly germane to the matter under discussion and is unlikely to be of any help to the asker next time HE puts his foot into his mouth courtesy Levitan... :-) In the REAL world however, "Government" means "государство, государственая власть", т.е. both the executive, the leagislative and the judicial branches and as such, may be MISLEADING in a strict legal context. |

| Yes, although it does mean the the executive, the leagislative and the judicial branches altogether, notwithstanding the aforementioned definition of yours, this term often does refer to the executive branch of government, as a matter of fact :) |

This is what comes next in the same executive review of the bill: Законопроект основан на концепции "разрешительного" регулирования. "Суть подхода заключается в отсутствии заверительных норм и использование при допуске иностранных инвесторов в определенные отрасли национальной экономики метода согласования сделок", - сказал министр. Has anybody any idea what "заверительных норм" means? |
