Can you give a context for "sleeping rough"?
It may well be "na ulitse", but not necessarily: sleep rough - To sleep in the open without proper shelter.

Here is something for you concerning the "environmental lawyer":

1.They slept rough = может означать от "они переночевали под открытым небом" до "они бродяжничали (бомжевали)". Без контекста -- никуда.

2.Специалист в области экологического права.

не совсем уверена, но специализация такая есть точно
действительно, предполагается владение не только правовыми знаниями, умениями и навыками, но и экологическими
часто такая квалификация присваивается экологам, получившим второе - юридическое - образование...
