Subject: with costs tech.
Не пойму, о чем идет речь в конце фразы, начиная c "with costs"

Контекст:
The Supplier provides the qualified manpower and other services according to the Appendix Nr.1/Revision Nr 1 with costs and other conditions as specified in the main Contract.

То ли это "по стоимости и на условиях, укахзанных в..."
То ли "включая расходы...", только не пойму, на что...
