Пожалуйста, помогите перевести currency under capital account

Мой вариант:

Писали китайцы. Там контекста-то, к этому относящегося, толком-то нет. Смысл в том, что человек хочет отдать определённую сумму в китайскую компанию доверительного управления. В письме-ответе на его запрос отказ (насколько мы поняли) от сотрудничества в связи с As the reason of foreign exchange control, the currency under the capital account is not freely convertible.

Затрудняюсь. Единственное, что могу сказать, это то, что foreign exchange control - валютный контроль.
