Запуталась вот совсем - особенно outcomes vs. outputs смущщщают :( Все ложится коряво. Привожу пару абзацев "для полноты контексту":

Governmental evaluations tend to focus on outputs – which are results that can be counted or calculated, ignoring other social costs and benefits of policy in everyday life. Outcomes, on the other hand, are the results or effects of policy decisions and the associated outputs on clients and service users.

Example: Inclusion of Deaf Children into the Classroom
In an effort to provide inclusive school settings, and also to save money, there are many examples of Deaf children being integrated into a hearing setting. In terms of quantifiable outputs, an evaluation would demonstrate the government’s success in moving toward inclusive education. However, an evaluation based on outcomes would lead to a different result: When the teacher has no awareness of the Deaf child’s learning needs and neither he nor the other students are familiar with sign language, the experience is typically a horrible failure, for the children are present but are not learning nor are they wholly participatory in the culture of the class.

можно попробовать обыграть выражение "выход продукции" (=отдача) vs "исход дела"
