Я бы согласился. Обоснование - старый традиционный узус, ещё с советских времен.
Чуть ли не при Гарольде Вильсоне или, там, Эдварде Хите английские империалисты выпускали White Paper по вопросу чего-то там типа апартеида в ЮАР - газета "Правда", проницательно и умело разоблачая происки врага, тогда это переводила как "Белая Книга (правительства Великобритании)".
Так вот с тех пор и повелось...It might perhaps just be added that Green Papers are put out by HM's Government as the first substantive doc on the issue under review, they invite comments and views, they absorb the info and input thus received and then - once the GP has been reviewed, they usually issue a White Paper - now THIS one is already more definitive, it describes what HM's Govt INTENDS to do "по итогам обсуждения" Green Paper.
And then, it may become legislation (i.e. it goes from Whitehall to Westminster, through Number 10, obviously).
