Subject: Impact fees construct.
Всем привет!

Речь идет о характеристиках места будущего строительства/проживания. Они приводятся под определенными заголовками: Location and neighborhood (Proximity to key locations, shops, schools...), Accessibility and Visibility, Site Conditions (Slopes, Toxic wastes...), Legal Constraints, Utilities (Water, elictricity...).

Под заглавием Zoning and Regulatory environment есть такие интересные позиции, как

development climate
exactions
impact fees
future takings
citizen participation/opposition

Помогите с ними разобраться, пожалуйста.

Under court rulings, the jurisdiction can require the developer to bearonly those public-sector costs that relate reasonably to his project. To avoid a lawsuit by the developer over cost estimates, planners can offer him his choice of sets of conditions that would attach to land-use permits. The developer will choose to pay an impact fee unless he does not value infrastructure and unless he expects more accurate information later about the development costs generated by his project.
