в другом файле его назвали просто
Contracts Administrator
переведу как администратор по вопросам контрактов

так как следует из его функций,что он занимается контрактами
• Responsible for the day to day contract administration.
• Initial review and verification of Contractor payment certificates.
• Organize contract progress meetings and reporting.
• Maintenance of contract file for each contract within his responsibility.
• Maintenance of Site contract register.
• Maintenance of site instruction register.

ведение журнала (сайт - у меня площадка)контрактов по площадке ? (заключенных на площадке)?
ведение журнала инструкций , применяемых на площадке
пока такой вариант

ведение журнала учета подрядов по выполнению работ на объекте
ведение журнала учета учебных занятий, (инструктажей или тренингов) проводимых на объекте
