Subject: signify the performance

Please, help to translate.

Phrase is used in the following sentence:

Requests made by IZH-AUTO. after the signing of the contract, which would signify the performance by I.DE.A. of activities, which
1.did not form part of the agreed upon work scope
2.could not have reasonably been foreseen prior to commencement of the program

Вы имели в виду, что надо "Help me to translate" или же что надо вообще без to?
Будьте добры, объясните мне, почему это неправильно? Где об этом написано? Только чтобы там было понятно объяснено, почему надо так, а не иначе? Informal и formal usages принимаются.
