A “fully burdened” cost versus an average cost represents an expense that is fully attributed to one project, or unit, because its utilization is totally attributed to the entity, i.e. not shared. An average cost comes out of the composite operating cost of the operating unit or entity.

Хм... Затраты, которые полностью ложатся (бременем) на определенный проект. Вообще-то, прямые они, получается. Пока больше ничего в голову не идет.
