Subject: инвестиционные ресурсы Из научной статьи: "Привлечение иностранных инвестиций в экономику страны позволяет не только увеличить объем инвестиционных ресурсов, но и изменить их качественный состав, усилив инновационную составляющую за счет заимствования передовых технологий, повышения уровня организации и управления производством, роста квалификации работников". Если принять, что инвестиционные ресурсы (страны) это "денежные средства и иные активы, привлекаемые для осуществления вложений в объекты инвестирования", то можно ли их перевести как national investable assets? Или обычная калька?

"Investable assets" — активы, в которые можно вкладывать деньги. А в Вашем тексте речь идёт о тех средствах, которые можно будет вкладывать в различные активы. Поэтому investment resources / funds. |

Although the Council has made considerable progress in recent years in improving the energy efficiency of its housing stock, further progress is being severely hampered by the lack of investment resources in the HRA capital programme. Measures to secure additional resources would benefit both energy efficiency and the financial position of residents. The current restrictions on the capital programme are not allowing for works to repair and improve common parts and the environment on the Council’s housing estates. This includes works to stairwells, lobbies, estate roads and paths as well as landscaping.
