OFF: Lapelmike: In fact he was born in London; his parents came here from Pakistan. There are lots of immigrants and their descendants in Britain. They started arriving from the British Empire after WW2 as the country was devastated by six years of war and needed lots of cheap labour. We've even got women in public life -- even more scandalous!  I see that the Mayor also has a 'Night Czar' in his team. I thought maybe that was a Russian -- a communist! -- who only works at night, but apparently it's someone who's responsible for developing a city's nightlife. |

johnstephenson, It's an American thing; when a government puts a high-ranking official in charge of a certain (presumably temporary) problem, that official is informally called the Czar of that problem. The first known use of the term in that sense occurred during World War I; president Woodrow Wilson appointed financier Bernard Baruch to run the War Industries Board. Given his important role in the war effort and significant powers given to him, he was occasionally referred to as the "industry czar". Since then, there were energy czars, drug czars, war czars, auto industry restructuring czars, etc. Also, for the benefit of other readers, Sadiq Khan is actually Muslim, not Hindu... :) |

NC1: We Brits adopted these titles of '________ Czar' 30-40 years ago, presumably from the US. So some UK police forces now have a so-called 'Drugs Czar'. I didn't realise the titles went back to WWI. I was only joking about them being Russians, but 'Night Czar' sounds like a particularly daft title to me. No relation to an emperor penguin, of course! |
