1. Strategy не нужно переводить здесь как стратегия. Тоже мне, Наполеоны и маршалы Жуковы нашлись, стратеги, ёлы-палы. Правила, принципы - как-то так.2. Containment вообще-то это закрытое пространство. Полез сварщик варить внутри будущего реактора или цистерны что-то варить, а обратно вылезти не смог. Тэбэшнику печаль. Тактику освоил, а стратегию - нет. Правила, принципы, методы и т.п. техники безопасности при выполнении работ в замкнутом пространстве, как-то так. |

Пример: Containment strategy is a technique, recognized by the health and safety executive and the occupational hygiene profession, for managing hazards in the workplace Здесь containment подразумевает предотвращение инцидентов, но в названии, думаю, нет необходимости переводить это отдельно. |

ограничительные меры++сдерживание ну и "стратегия" - норм, при чем тут военные действия. У слова давно более широкое значение. |
