Subject: dismissed the action
Что она сделала, не пришла на вручение знака? Контекст: Within weeks of arriving in-country, she was engaged in a firefight with the Taliban. It earned her the coveted Combat Action Badge, given only to soldiers who had been shot at by the enemy. With her typical humility, she had dismissed the action as no big deal.

downplay +1

* '(it was) no big deal' (informal) = '(это было) ничего особенного'.

* 'the action' here = the military action she was involved in.

Смысл фразы: she said that the action was no big deal. "Dismissed" - простая риторика и по сути ничего не добавляет.
