Такое ощущение, что английский текст переведен с французского.

Фр. à effet libératoire означает "(платеж) имеющий силу полного погашения обязательств", т.е. после оплаты суммы плательщик считается исполнившим свои обязательства.

Но в контексте инвойсов мне не встречалось.
