В следующем предложении интересует конструкция "shall not and shall". Встретилось в британском договоре на оказание услуг. Предполагаю, что у Компании есть выбор, выполнять это обязательство или нет, по своему усмотрению, но берут сомнения. Интересно Ваше мнение. Заранее благодарна:)

The Consultancy shall not and shall procure that its staff shall not for a period of 6 months following the termination of the Assignment supply, solicit or canvas with the intent to supply services of the same or similar nature to the Services either directly or through any other person, firm or company (other than the Employment Business), to any Client, End Client or Third Party for whom it has carried out the Assignment at any time during the previous 6 months, nor compete with the Employment Business in respect of any such Client in any way during such period.
