Subject: Pet toy, plants
For example, they may want to purchase 20 pet toys for {amount1} each, but once they get over 30 pet toys, the overall price drops to {amount2} each. Let customer choose the quantity and price per tier. For example, the first 1 to 20 plants would cost {amount1} each. The next 21-40 would cost {amount2} each.

Pet toys тут перевести просто как игрушки можно? И насчет plants, первые 1-20 растений? Как тут лучше данный товар обозвать? Заранее спасибо!

It's slightly ambiguous.

Strictly speaking, pet toys should mean 'toys for domestic pets (dogs, cats etc) to play with', eg:

etc.

However, I can imagine some people using it to mean toy pets = 'toys in the form of animals, for children to play with', eg:

Unless it's (say) a legal document, which of these two the author has in mind probably isn't that important, as he's just using it as an example of things that can be bought at different prices, depending on the quantity bought. So just using 'игрушки' may be a safe way of avoiding mis-translating it into the Russian.

/// Strictly speaking,  pet toys  should mean 'toys for domestic pets///

I have no doubt that's exactly what they meant.
