If it's referring to dressings to be used on inpatients (стационарные больные) as opposed to outpatients (амбулаторные больные), it probably refers to the shifts (дежурства) that hospital doctors & nurses work -- eg the night shift, day shift, evening shift etc. If so it means 'from one (doctors'/nurses') shift to the next' = over a long period of time.

It's an invented (by the author) variation on the saying 'day in (and) day out' = изо дня в день.
