Each Contracting Party may deny the application of this Part and of Articles 26 and 27 of this Treaty to an investor of another Contracting Party or to an Investment, if the denying Contracting Party adopts or maintains measures related to the maintenance of international peace and security, including the protection of human rights, that:         (i) prohibit transactions with Investors of that state; or         (ii) would be violated or circumvented if the benefits of this Part were accorded to Investors of that state or to their Investments, including where the measures prohibit transactions with a legal entity or a national who owns or controls either of them.
