-  Assessment of the preparation performance of this coal in similar equipment to that to be installed in the site Coal Handling & Preparation Plant (CHPP).  

-  Generation of sufficient mass of the nominated coal product for extensive analysis. 

This proposal covers sample pre-treatment, sampling, supervision, beneficiation & analysis of the plant output streams.

Надзор, наблюдение; м/б имеется в виду оценка, о которой говорится в третьем предложении? Ниже по тексту никаких подсказок нет: перечисляются расценки, оплата труда, используемое оборудование.
