Subject: Parking Citation Review Manager/single digits above and below zero
Добрый день. Не могу разобраться с переводом пары фраз разной тематики.
1. Тематика штрафстоянки: the Parking Citation Review Manager - что это за должность такая? Некий инспектор по обжалованию штрафов, что ли?
2. Погода: the combination of winds and falling temperatures into the single digits above and below zero will produce very low wind chills in the single digits and teens below zero.
3. customer enrichment agents - и что это за должность такая?

текст американский? тогда single digits above and below zero в фаренгейтах
single digits below zero = диапазон от -9F до 0F
single digits above zero = диапазон от 0F до +9F

wind chills это такой показатель, который они считают. гугл+вики бесплатно объяснят.

'the teens' = the numbers ending in -teen, ie thirteen, fourteen, fifteen, sixteen, seventeen, eighteen and nineteen.

'in the teens below zero' = strictly speaking, from –13 to –19.

However, the author's probably misusing the word 'teens' slightly here; he probably means '–1 to –9 and –10 [not –13] to –19'.

A 'parking citation' seems to be a term used in some parts of the US to mean something like a 'parking ticket'/'parking fine' – issued to drivers who park illegally.

I'm not so sure. The expressions 'the teens'/'the low(er) teens'/'the upper teens'/'the high teens' are used quite often by weather forecasters on TV and radio, for example. And what would 'tens' (in the plural) mean?
