'a track record' = 'a proven history'. It's a figurative use of the term; the literal meaning refers to track athletes' past performances. It usually indicates a positive history (as here), but is sometimes used disapprovingly to indicate that the history is a bad one. Examples of use:

Positive:
* 'They have a good track record when it comes to delivering goods on time'
* 'We have a proven track record of providing solutions to customers' IT problems'

Negative:
* 'He has a track record of turning up for work late'
* 'The IMF [=МВФ] has a poor track record when it comes to predicting recessions'

A 'safety track record' just means 'a track record with regards to safety'. It doesn't refer to any 'safety track'.
