Subject: Строчка из договора gen.
В переводе нужно употребить "shall prepay the 30% of the Goods..." или "shall pay the 30% advance payment from the Goods value..."?
Мне по смыслу подходит второе, но не звучит. Как лучше?

which amounts to
the 30% of... is unnatural here (sounds like "эти 30%" in Russian). Remove the article.
'Under this Contract' used at the beginning requires a comma.
That's hardly equivalent to "на основании", but I don't quite understand what the author meant by this phrase in this context. So no comments.
As regards "cost": not cost, but price. The price of the Goods or the Goods' price.
