Не могу понять, к чему относится «on them» в следующем предложении. Насколько я понимаю, them – это policies, но не вижу смысла в этой вставке. Это отрывок из брошюры по корпоративному управлению в Канаде

Grammatically, 'on them' could refer to either 'guidelines and standards' or 'policies', or all three -- but it's probably just 'policies'. 'to vote on (the policies)' just means 'to vote to decide what the institutions' policies should be with regard to a broad range of ...... issues including ......'.
