or a copy of it, the reason you can't understand it is that it's been poorly written/translated into English. The English in the document overall = 6-7/10 max.

* 'In the IV frame is concerned the ...... project' doesn't make sense. It should probably read something like 'The IV frame (relates to???/consists of???/is part of???) the ...... project' -- but you'll have to guess as to what the author really meant to say.
* 'aims the realization of' => 'seeks to achieve'
* 'who requires' => 'who require'

You can't accurately translate sentences that are as poorly written as the one you're asking about; you can only guess/mind-read.
