.... and 'rubberneck(er)s' are nosy people. They typically turn up at the scene of a disaster or crime to look (gawp (UK), gawk (US)) at what's happening/happened, sometimes taking pictures/videos, but without doing anything to help. 'Rubbernecker' is also a derogatory word for a tourist.

Rubbernecking is the act of gawking or staring at something of interest. The term rubbernecking refers to the physical act of craning one's neck, performed in order to get a better view.
