Выражение встречается в следующем контексте:
At the 19”-frame in the front, at the left and right vertical front side “cable fingers” shall be mounted over the hole height of the panel
Речь идет об электрическом шкафе для установки компьютерного оборудования. Заранее спасибо

The English in that seems rather strange, so it could just be poorly written/poorly translated into English. If you post 2-3 paragraphs of the text I'll tell you whether the English is OK, poorly written, or nonsense.

• There shall be no air entrance/ventilation opening to the double floor/cable cellar.
• Two 19”-frames shall be used in each panel. One at the front side, one at the rear side.
• At the 19”-frame in the front, at the left and right vertical front side “cable fingers” shall be mounted over the hole height of the panel
• To summarize cables connected between front and back side, some cable shunting rings shall be used along at the left and right panel side.

It's almost certainly been written/translated by a non-native as some of the phrases in it sound odd. Overall the English = about 6/10.

I've no idea what 'cable fingers' means; the others have some interesting ideas, though. Could it mean 'cable trunking', using 'fingers' as in the fingers of a glove rather than the fingers on a hand? That's just a wild guess, though.

In case it helps,
* no air entrance/ventilation opening to the .... = no air vent in the .... ('air vent' is the standard term used)
* One at the front side, one at the rear side = , one on the front and one on the rear
[The writer keeps using 'at' where it should be 'on' or 'in'].
* 'at the left and right vertical front side' isn't English. I'm not sure exactly what it means.
* the hole height = the whole height [Probably just a typing error]
* the 'used along' in 'used along at the left and right ....' definitely isn't English.
* keep it moveable over = allow it to move over

Спасибо, лично мне это было очень полезно.
Но поскольку я тоже не "native" (как наверное и автор текста), эти места перевел, даже не задумываясь ))
Проблемы возникли именно со специфическими терминами, которые действительно похожи на собственное творение автора текста.

Alex_d5100: Often when translators on MT say that they don't understand an English word/phrase, it's not because their English isn't good enough, but because the word/phrase doesn't make sense -- so even a native English-speaker would find it very difficult/impossible to understand. In some cases, as you say, whoever's translated it into English has simply invented a phrase. The asker's then expected to translate into Russian something which doesn't make any sense in English.
