You need to translate this into decent English first, as the English in it is poor. My attempt:

'If calls from the media are received by the Site Radio Room and a 'call back' message (such as "All lines are currently busy, please try again later") is played to them, ensure that ERMTL [whoever/whatever that is] (is/are) aware that the media are calling on the phone/radio. Do not discuss any matters with the media.'

I'll leave others to convert this into Russian.
