Supply to organisations such as the army, school, hospitals, prisons is also an option which seem attractive – as long as contracts are honoured and timely payments are made. The authorities are particularly concerned about the potato growing farm enterprise – and are considering such options as – a Potato Exchange which would have a (so far undefined) role in regulating prices, and ensuring that high prices in the city markets are REFLECTED BACK AT PRODUCER LEVEL. The major problem with this is that it goes against operation of free market forces.
