Subject: baseload contracts, retire the capital cost
Помогите с сабжем, пожалуйста, даю контекст:

Reprocessing costs
The "baseload" contracts for these reprocessing plants, designed to retire the entire capital cost of the plants in the first 10 years of operation, were in the range of $1600/kgHM. Early post-baseload contracts, no longer including payback of capital costs, were reportedly concluded at around $1000/kgHM". Такие вот пироги с котятами.

It'll be clear from:
http://www.corecumbria.co.uk/newsapp/pressreleases/pressmain.asp?StrNewsID=190
and
http://bcsia.ksg.harvard.edu/BCSIA_content/documents/repro-report.pdf see page 40. The sentence is almost yours. You should not have changed it: there is no secrecy about reporcessing spent nuke fuel.

I could have even give youn the translations, but find it pointless, because "человеку, который с трудом пишет на родном языке,нет доверия." (c) yours
