by not less than 14 days' notice given by post, call a meeting of the creditors of the company to be held within 28 days after that opinion was recorded and the company shall in the notice nominate a person to be liquidator for the purpose of a creditors' winding up;

ведь если написать:

"компания назначает лицо в качестве ликвидатора,
с целью ликвидации кредиторов компании"

... то это может быть воспринято иначе?
разве не так?

creditors' winding up = сompulsory liquidation
