The Vessel shall not be required, without the consent of Owner, which shall not be unreasonably withheld, to enter any port, place, or zone that is involved in a state of war, warlike operations, or hostilities, civil war, civil strife, rebellion, or piracy, whether there be a declaration of war or not, where it might reasonably be expected to be subject to capture, seizure or arrest, or to a hostile act by a belligerent power (the term "power" meaning any de jure or de facto authority or any other *purported* governmental organization or any terrorist group, cell or organization).
