All IMMs shall establish materiel purchase request and/or contract reduction coordinators in a sufficiently high-management position to ensure management emphasis on prompt reduction and/or cancellation of orders.
The requirements review process at the IMMs shall identify items for which requirements have been reduced prior to submitting a purchase request, as well as during all phases of soliciting and awarding a contract. The IMMs shall establish reasonable thresholds for that review to ensure the graduated application of management effort to verify requirements based on the dollar value of the requirement. Particular emphasis shall be placed on reducing or cancelling purchase requests prior to contract award to avoid potential liability for contractor termination costs.

Сначала я перевела IMMs как руководители по управлению комплексным техническим обеспечением, у меня в сносках указано, что IMM - это integrated materiel manager, а не management, теперь сомневаюсь, может все таки management??? в мультитране imms - это integrated maintenance management system

Менеджер. Система не может назначать координаторов.
c. Integrated Material Manager (IMM)
The material manager responsible for the completion of assigned management functions specific to selected items or specific Federal Supply Classification (FSC) classes.

Как переводить? Для integrated используются, в основном, три слова: интегрированный, встроенный и комплексный. Есть еще вариант, когда просто не переводят.
Можно попробовать "менеджер по комплексному материально-техническому обеспечению".

у Вас в конце документа есть глоссарий, который гласит:

IMM integrated materiel manager, но в то же время
IMM. Any DoD activity or Agency that has been assigned integrated wholesale materiel management responsibility for the Department of Defense and participating Federal Agencies. Integrated wholesale materiel management responsibilities include requirements determination, procurement, distribution, overhaul and repair of reparable materiel, and disposal of materiel.
inactive inventory. Materiel that is not expected to be consumed within the budget period, but is likely to be used in future years.
