Переводить американские названия - дело неблагодарное. Кстати, не понимаю, почему programS, в сети только об одной программе.

Тут надо понять, что имелось в виду под breakout. Нашел:

E-103.9 Breakout.
The improvement of the acquisition status of a part resulting from a technical review and a deliberate management decision. Examples are--
(a) The competitive acquisition of a part previously purchased noncompetitively; and
(b) The direct purchase of a part previously purchased from a prime contractor who is not the actual manufacturer of the part.

Одним словом сказать как-то не получается (во всяком случае, у меня). Предлагаю оставить без перевода - программа SPBP, а в скобках пояснить "Программа совершенствования системы закупок запасных частей для МО США".

The Department of Defense shall reduce the costs of spare parts by using competitive procurement methods, or purchasing parts directly from the actual manufacturer, rather than the prime contractor, while maintaining the integrity of the systems and equipment in which the parts are to be used.

C8.3.2.2. The identification, selection, and screening of centrally managed replenishment parts for breakout shall be made as early as possible to determine the technical and economic considerations of the opportunities for breakout to competition or direct purchase.
C8.3.2.3. A part shall be made a candidate for breakout screening based on its cost effectiveness for breakout. Resources should be assigned and priority given to those parts with the greatest expected return.
