Associating a vendor with another country or purchase organization is called extending.

You are entering a shopping cart. You search for the vendor code. You notice on the vendor record that the purchasing organization is blank.
This means you need extend the vendor. More precisely, you need to extent a non-PO vendor (non-PO vendors are not required to be associated with a purchasing organization), to a PO vendor.
