Мой вариант: "договора с оплатой пропорционально объему работ".
(Речь идет не о строительных договорах - "с оплатой по сметной стоимости" не подходит )

Контекст: In the case of an admeasurement contract, the Bill of Quantities shall contain priced items for the Works to be performed by the Contractor. The Bill of Quantities is used to calculate the Contract Price. The Contractor will be paid for the quantity of the work accomplished at the rate in the Bill of Quantities for each item.
Bill of Quantities - это ведомость объемов работ
Имеются в виду договора, в которых определяется unit price - цена за единицу, а оплата осуществляется за фактический объем работ, умноженный на этот самый unit price.
