A currency which can be readily exchanged for another is known as a convertible currency. В любом нормальном тексте кроме перевода кондового отечественного legalese я бы употребила soft currencies. Однако, если нужно максимально близко придерживаться стиля бюрократического языка, то вариант Kate вполне прокатит.
