European Community: Implementation of the Import Control System (ICS)

Effective 1st Jan 2011, ICS Phase 1 introduces the mandatory requirement for electronic pre-arrival information to be provided to the customs authorities on all goods entering or passing through the customs territory of the European Community (EC). This information will be submitted to the relevant customs administration via an electronic Entry Summary Declaration (ENS) by the carrier for all modes of transportation.
Using agreed EC wide common risk rules, the pre-arrival information will undergo risk analysis and any appropriate safety and security data will be passed to other Member States where they are identified as being included in the itinerary of the means of transport.
The =====GSK===== approved Logistic Service Providers - DHL, CEVA, Biocair and NYK - will provide the required information to the Carrier (details of timings as per attached Table 1).
