1)WABCO DISCHARGE VALVE (HCA 60RX) MAX. LEAK = 5 SCFH
не могу найти что такое WABCO, SCFH ???

2) ALL VALVES FOUND TO MEET ACCEPTANCE REQUIREMENTS WILL HAVE JULIEN DATE ANT OPERATOR'S INITIAL.

и что означает julien date?

don't know about wabco, but julien date sounds like a name. i think this document (acceptance act) will have to be initialled by both mr. date and the operator. IMHO.

i dismissed the associations with the calendar because of the spelling of juliEn. juliAn date (as in Julian vs. Gregorian calendar) is a date calculated according to Julian calendar
