Это испанский английский:) Тут просто в табличке идет перечисление недостатков частного размещения:

- Gradual establishment of an investor base. To make them effective they may require a previous public offering.
- Limited market
- They can be very intense in covenants trading (specially in the USPPs – USA)
- No access-recurrent (each client is different, brand new start every time).
