your phrase is perfect but: it puts more negativity on the *company* rather than on a plan if OTOH you want to underline that the *plan* is stupid/inadequate, .... then i don't have immediate suggestion, would need to think a little :) |

отчет по состоянию фарм завода - полный разгром, крысы бегают, стерильность не соблюдается, результаты тестов заносятся в сертификат наобум по "теоретическим" значениям, начальство не осознает и т.д короче, лавочку сливают |

... on a second thought, it can be understood either way (that a company is not up to a good plan, or that a plan is not well suited for the given company). your phrase is perfect - if you do not care to stress either of these points, and let the reader decide ;) |
