ADMINISTRATIVE ALLEGATIONS AGAINST INSPECTORS GENERAL

[Pub.L. 110-409, § 7(c)(2), provided that Ex. Ord. No. 12933 (probably should be Ex. Ord. No. 12993), dated March 21, 1996, shall have no force or effect on and after the earlier of the date on which the Council of the Inspectors General on Integrity and Efficiency becomes effective and operational on the last day of the 180-day period beginning on October 14, 2008, see Pub.L. 110-409, § 7(c)(2), set out as a note under this section.]

Certain executive branch agencies are authorized to conduct investigations of allegations of wrongdoing by employees of the Federal Government. For certain administrative allegations against Inspectors General (“IGs”) and, as explained below, against certain staff members of the Offices of Inspectors General (“OIGs”), it is desirable to authorize an independent investigative mechanism.

The Chairperson of the President's Council on Integrity and Efficiency (“PCIE”) and the Executive Council on Integrity and Efficiency (“ECIE”), in consultation with members of the Councils, has established an Integrity Committee pursuant to the authority granted by Executive Order No. 12805 [set out as a note section 501 of Title 31, Money and Finance].

By the authority vested in me as President by the Constitution and the laws of the United States of America, and in order to ensure that administrative allegations against IGs and certain staff members of the OIGs are appropriately and expeditiously investigated and resolved, it is hereby ordered as follows: .....
