sascha, в вашей первоначальной формулировке смысл меняется на противоположный, если оставить "не".

т.е. он
1. не арестовывался
2. вообще не совершал преступлений, даже и без ареста/осуждения

Без второго получалось бы, что он утверждает только, что никогда не арестовывался, а так черт его знает, может что и совершал, да очень быстро убегал и его никогда не успевали поймать.

А тут он утверждает нет, и арестов не было, и преступлений за которыми не последовал арест тоже не было. Ничего не было, чист, как слеза ребенка.

Меня, честно говоря, больше конец смущает. Поиск по гуголу показывает, что has been expunged, sealed, pardoned, or the subject of any other amelioration это стандартное выражение, но что конкретно имеется в виду под sealed и amelioration? Это канадский вариант, но pardon - это не амнистия, так как "Before you apply for a pardon, you must finish serving your sentence and then wait for a certain time".
