(Once again, I have to apoligize for responding in English; no Russian keyboard at hand.) "Facility" is banker-speak for a lending arrangement, such as loan, line of credit, or bond issue. "Cost Overrun Facility" is a facility that may (but not necessarily will) be drawn if the project costs turn out to be higher than budgeted. In Russian, you could call it something along the lines of "dopolnitel'nyi kredit na nepredvidennye raskhody". |
