I think this might be a reference to what we would call a "clean" real estate deal. That means, buying land that doesn't have encumbrances and other. The reference may be to the "cleanliness of title" to the land. When it's clear who is the owner and the buyer can get comfortable that the land can be bought without much legal risk that there may be someone else's rights on the land, the title can be said to be clean or clear. I have seen buyer's say that they will look for properties to buy, but one important element is the cleanliness of the title. Does this help?
